Yes, because to many rewards will be issued, and the network needs to compensate.
You had said only 1 reward per block, if that was true other than as an average, difficulty would not be required.
IMO anyway.
I’ll try to find a better source, the consensus is really written for crypto experts (I am not one btw) and it also recommends reading the bitcoin textbook first.

I’ve been at it for over 10 Yr, but that certainly doesn’t mean I’ve not still alot to learn.
Chia difficulty is entirely different to other crptos difficulty, which indeed only allow 1 winner per block without averaging anything.
