What is expected to be involved in running a chia pool?

I’ve seen a lot of posts flying around the interwebs of people hoping to start a pool, setting fees etc.

Do we know anything concrete about what will be involved in operating a pool? Is a pooling fee really necessary to maintain a healthy pool, etc. Curious.
