A little late for response, but I’ve also run into this issue. In the interest of completeness, in case any new recruits search the forums:
Use the official faucet from your cell phone. Turn wireless off and use data of course, but it will trick the website into thinking you’re totally new. Mojo sent

I see why they throttled it by IP address, otherwise some entrepreneurial type would park their Chia RV on the lawn and set up lawn chairs… I swear, we can’t have anything nice.
